I have cancelled routes I wanted to reschedule with both keeping the slots and releasing them to the public. In neither case were the slots available for me to either reuse or repurchase. This has worked in the past so it's clearly a bug.

If the airport has 0 slots available (you did not specify) at some particular point, then this is possible since some 5-minute bands can be (automatically) overdrafted from another 5 minute timeslot nearby.. This all depends a bit on the order the slots were originally acquired and how many slots the airport has, how many in use and so forth.

No. There are zero slots. Not 5 minutes later or earlier, not in the same hour, not at all. They just vanish.

That being said, I have seen this exact thing happen in PEK in GW2. Same thing you were doing, swapping short haul to long haul and I would have taken screen shots if I was not on my tablet. Basically, this is what I saw happen:

1. Set up 7 day schedule, decide what routes need to be closed to accommodate the schedule.
2. Open copies of those routes with no slots (to reopen later when slots are available), close routes with slots retaining slots.
3. Go to open long haul route, find no slots available.
4. Check another route in that hour, find 2 slots available each day.
5. Make copy of route showing 2 slots per hour, purchasing the phantom second set ($0 since I already own them)
6. Close the route that was copied (the original, not the copy)
7. Open long haul route with the reclaimed phantom slots.

I have seen this happen on at least 3 occasions. The next time I will be sure to find a way to take screen shots.
