Is there any way to Market to a specific city rather than individual airport?

the Place of marketing is completely unimportant as what matters is the cash you pay in relation to the cash you make... it was just done by Sami to make it a bit nicer ;)

Yeah, if you were to have a worldwide campaign with just radio and it costed 1m as apposed to Specific city campaign with everything for 1m. You'd be getting the exact same CI boost.

The numbers above are just an example, they're not real.
