Ability to force staff on vacation/ fixed-term layoff

I'm experimenting with having all my aircraft from a single fleet type stay on the ground for the next few weeks, and for this time I am going to have a huge amount of staff doing nothing. So, I'd like to force them to take a holiday for few weeks (on 1/2 salary, for example) or to lay them off for a few weeks to cut the costs down.
