Shutting down 2nd Hubs

Will we be able to close our second hub if we choose? I can predict what is going to happen. Everyone will open a second hub because it is something new and "cool" and some will find the overhead costs to be a burden and will want to close the 2nd hub or even 1st hub. We should be able to close a hub with some upfront costs to do so.
