Wrong Hong Kong flag

I just find out that, the Hong Kong flag is wrong.  Since the current game time is 1995, Hong Kong was still a British colony, the flag should be the old one instead of the "new" one (that one is used after 1st July 1997 Hong Kong returns to China).

Can the administrator fix this bug?  Thanks.
