International demand

How is international demand determined?

Too many times I'm finding airports labelled xxx international and 0% international demand?

Take Hilo International PHTO ?

As far as I know, airport names including the word "international" only indicate that the airport is suitable for international air travel according to ICAO or IATA regulations (e.g. longer runways, customs facilities, etc.)

For example, there is an international airport in Bahías de Huatulco in Mexico. I have never been to a smaller airport, but yes, you could use it for international flights (I guess there are even some international flights to Canada/USA). There are like 3-4 gates and that's it.
