Number of Passengers

Hiya, I've got a little bit of a newb question.

Number of Passengers...

Is this the number that move through the airport based on airlines flying in or out?  Or is it the maximum number of flyers from this airport?  If I base an airline and network well will that number increase?  or remain the same.

It's the actual number of passengers for the previous year, and the current year, and has nothing to do with potential numbers. So if you fly to/from that airport, the number will increase.
