Base Airports Algeria vs France

I'm based in Algeria and noticed that Companies from France open new bases in "my country". I tried to do the same in France but system says NO (only Africa)!

Can anyone give me an explanation why this is how it is?

Why can French airlines base in colonies, but UK airlines cannot?

Maybe because Algeria, Corsica, Reunion and French Guyana etc. have always been treated not as colonies but as integral part of France?

French Guyana, Guadeloupe, Martinique, Mayotte and Reunion are part of European Union for example ;)

Algeria in this era did have a rather large French population.
