will more airport slots become available, as we're 1 year in with 18 left and airports such as Heathrow are already full.

Yes, every year airports get new slots (usually something like 0.5, so 1 slot per 2 years). But they do expand, yes. Not a lot, but they do.

Are the new slots allocated / made available at the same time every year, i.e. on 1 Jan? or is it random?

As far as I am led to believe when the slots are increased is completely random as stated by Sami here (It's from June last year but I believe it still applies):

Would airports operate on a first come basis in real life, I cant see that Heathrow would allow all its slots to be filled by 20 seater turboprops. What I'm suggesting is reserving slots for longhaul flights, or something that would be in line with that airports ambitions.
