What are the rules for new bases?

I was wondering what you have to have to open a second base. I know you need 15 plans but what else ?

Open new base airportYour airline may open bases to other airports when it has at least 15 aircraft in operation at the home base airport and the airline has been in operation for at least 18 months.

i ment like does any body have rule of thumb about new bases. Like do you have to be flying to the airport and stuff?

The only requirements are as Ribeiro posted it.  Flying to the airport currently doesn't matter, because your RI will start from 0 anyway.  Your CI will remain the same.
