Due to the early game year you can only set up additional base airports in your home base country, also inside EU (or EEC as it was called then). The cabotage rules in EU came into force in 1997 and that is now modeled into the base system.

Hang on can you clarify what you just said?It say that we are allowed in our own country and the EU or the EEC and then state that the rules came into force in 1997?

You can open bases within your country before 1997.
You can open bases within EU (outside your country) after 1997.

Something like that...

This doesn't make any sense, as long as the game ends in 1983(!)

That means that you can't open bases outside your contry in this game and it makes perfect sense.
