Maybe he runs Space Shuttle to Mars and Jupiter?  ;)

Well, my Kansas base running 9 planes with 4k personnel alone cannot challenge NASA with headcount of 18k, but if I added Omaha and Wichita, ran a single Dash-8 between them, I could probably approach NASA headcount between those 3 hubs...

Dookz:
I opened a smaller base by accident. Initial setup cost was 400k, no aircraft transferred. At this time I have 20 aircrafts, operating 1 fleet type F27 at the moment.

I closed that base and saw in the personnel office that the staffing had jumped from about 101% to 140%+ in most areas except pilot and cabin crew which stayed the same. (I'm not sure why I have cabin crew in the first place since the aircraft only employs pilots according to the aircraft information unless its a typo.)

Anyway, I opened my 2nd base costing 1.5mil to setup with 1 new a/c (my 21st a/c) that had just arrived. There was no increase in staffing (except the pilot when a/c arrived)  until I scheduled the aircraft which then employed a few people in some areas compared to what had happened in the whole initial setup of the 2nd base.

Personnel outlook - Unscheduled a/c at 2nd base

Personnel outlook - Scheduled a/c at 2nd base (red dot denotes the small increase in employment for scheduling the a/c)

Fixed cost of 2nd base

I just opened a base in Jet Age 2.  I forgot to capture a screenshot of the base opening screen, but just like in Paul's screenshot above, it showed 0 for initial staff costs.  I moved four aircraft there when I created the base, and my airline has 46 aircraft total.  Before and after staffing screen captures are attached.  These were captured before opening any additional routes.  Opening the new base seems to result in an increase in staff requirements between 30% and 50% for all categories except pilots and cabin crew.   What exactly does the Flight Operations Division do that requires 151 additional people to operate 4 turboprops from a different airport?  ???

Edit:  Also, the base screen shows the base staff costs as 109186 per month immediately after opening.

Sigma:
Just for the sake of being thorough, here's the before and after of opening my 3rd base.

This is immediately before and after opening the base.  No planes have been moved, no routes established.  This is JUST opening the base.

Total employees needed just to open the 3rd base was approximately 6 thousand.  Increase in salary was $11 million per week.
