Alliance Invites

Why do some people ignore alliance invites? I don't care if they join or not, but if they ignore an invite it ties up an alliances invite spot for a year. So sometimes we are having to wait a year to invite someone else because other people just wont ( are to lazy too?) decline or accept an invite.
And yes the people have been on recently, I've seen them.
Can we get a function to remove an invite if the person isn't responding?
